Reserving the right to object, I will state the same objection. I have not seen the amendment, and while I appreciate that the bill managers may have agreed to it, the reality is, as I understand it, any Member of the Senate can rise to object. I hope not to be compelled to object. But at this point, I will object. Mr. McCAIN. Madam President, I reserve the right to object too. I have been here a long time. That is the first time I have seen that from the Senator from New Jersey. If that is the way we are going to do business here, this place will grind to a halt. I think it is discourteous of the Senator from New Jersey to do that. This place exists and runs mostly on comity.
