Mr. President, this modified amendment, cosponsored by Senator Bennet, would allow the Patent Office Director to prioritize patents that are important to the national economy or national competitiveness. The amendment will ensure that patents that are vital to our national interests do not languish in any backlog at the Patent Office and that they ultimately promote the national economy and national competitiveness. My understanding is that by previous agreement the amendment, as modified, is agreed to. The PRESIDING OFFICER. That is correct.
