I happen to think that if you're going to do budgets and you're going to pass budgets on a partisan basis, the budget becomes irrelevant.

Those would go an inordinate amount of the way, but you should also adjust the BIN points, obviously, which is means-testing, and probably the age.

I do believe the size of the government is going to have to grow simply because of the demographic shift.

I supported it numerous times. My point there was that there were--a balanced-budget amendment is going to take years to ratify.
