We have to have a comprehensive spectrum bill. There is no doubt everyone agrees with that.
It is my hope that both this committee and T&I will move to report a very strong piece of legislation by the end of this year.
I think two words or two principles regarding privacy policy--one is balance and the next is transparency.
This legislation would establish a policy that jobs are important as is public health and the environment.

I applauded the President when he issued his Executive order creating this cost-benefit analysis and look towards creation of jobs versus elimination of jobs by regulation.
I share the goal set forth in the National Broadband Plan of finding all government spectrum that is currently being used inefficiently and reallocating it for commercial use.
My office has found that recently the Corps determined that it could give up significant portions of the wireless spectrum it was utilizing for these purposes, due to increases in efficiency and technology advancements.
I think after 3 years of reviewing it and sitting on a foot-and-a-half environmental impact studies and supplementals that it is time for them to start action in the State Department and make a decision.
