The amendment is as follows (Purpose: To prohibit the Council on Environmental Quality and the Environmental Protection Agency from promulgating rules or guidance that bans hydraulic fracturing in the United States) At the end of title III, add the following: SEC. 3___. DEFICIT-NEUTRAL RESERVE FUND TO PROHIBIT THE COUNCIL ON ENVIRONMENTAL QUALITY AND ENVIRONMENTAL PROTECTION AGENCY FROM PROMULGATING RULES OR GUIDANCE THAT BANS FRACKING IN THE UNITED STATES. The Chairman of the Committee on the Budget of the Senate may revise the allocations of a committee or committees, aggregates, and other appropriate levels in this resolution, and make adjustments to the pay-as-you-go ledger, for one or more bills, joint resolutions, amendments, amendments between the Houses, motions, or conference reports relating to the National Environmental Policy Act of 1969 and environmental laws and policies, which may include limiting or prohibiting the Chair of the Council on Environmental Quality and the Administrator of the Environmental Protection Agency from proposing, finalizing, or implementing a rule or guidance that bans fracking in the United States by the amounts provided in such legisl…
