Madam Speaker, I rise today to discuss the urgent need for Congress to act on partisan gerrymandering in the United States. The FAIR MAPS Act is a bill I have authored. We will talk about that today. This is a huge problem for the U.S. Congress, and I am glad to have the chance to speak about this today. I am joined by one of my outstanding colleagues from the great State of North Carolina, Congresswoman Kathy Manning. Madam Speaker, I yield to the gentlewoman from Ohio (Ms. Kaptur), my friend and colleague, to speak on this issue.
