One of the reasons there is so much waste is because whole milk is not allowed, and children don't like the taste of skim milk. We are putting children first. We are not excluding soy drink. We are excluding them from 3\1/2\ percent. We do not exclude soy drink. This is about inclusion and equity. We want people to be able to drink the kind of milk they want to drink.
