I have heard a number of concerns from communities in North Carolina about the exclusion of the municipal securities from the high-quality liquid assets designation.

I believe it is important that the insurance companies be protected and that the State model for regulating the insurance also be respected.

Well, I ask that you consider the impact that this exclusion could have on infrastructure investments and then the ability of the States and local governments to actually manage their debt.

What can be done to improve the evidence gathering, the data collection, so that the Federal, State, and local policymakers can better address this problem?
