Mr. Chairman, I rise in opposition to this needless, divisive, and, indeed, provocative amendment. President Bush, long ago, ordered Federal agencies to comply with E- Verify. That was in 2007. I have seen no indication that the Trump administration intends to rescind this order. This amendment, if it only applies to hiring at Federal agencies, would do nothing, absolutely nothing. So why is it before us? What is the purpose here tonight? Is it possibly a political purpose? What the amendment does do, in fact, is to insert unnecessary controversy into this bill. It does nothing to improve transportation, and it does nothing to provide housing for vulnerable Americans. The underlying bill, one would think, has enough challenges, as written, without this gratuitous amendment. Mr. Chairman, I urge defeat of this distraction, and I yield back the balance of my time.
