Every dollar we waste on ineffective technology is a dollar that will not be spent to secure this Nation.
Members of Congress who talk a good game on border security will need to put their money where their mouths are when it comes to funding these programs, even in tight budgetary times.
I have long held that we must develop a layered security approach that pushes borders out and begins the screening process far in advance of a passenger boarding a flight in this country.

I will be listening carefully to today's testimony for any indication that planning for the GNDA is taking into consideration the very real possibility that huge budget cuts proposed in this year's appropriations would be approved in the House of Representatives.
In order to prevent the unthinkable, we must deploy the best technology, employ the best people, and do the best planning.
