The problem is that we have an earmark ban now, and we can't figure out how to pass a bill that is a project bill that we can't have projects in.

we have got to look at the Corps' priorities, and they have to come back to flood control, navigation, and water quality for drinking systems, end of story.

The Corps has the expertise to build levees and protect these lands. Let them do that.
