Finally, Mr. President, we have Arthur Allen Elkins, who has been nominated to be the inspector general of the Environmental Protection Agency. Again, we are dealing with an environmental crisis down in the gulf coast area. Yet we can't even get this inspector general in place. I know many of my colleagues on the other side of the aisle support having inspectors general in place so we can look at what is going on in government, so we can figure out what is happening and get things right. Yet this nomination is being held. Mr. President, I ask unanimous consent that the Senate proceed to executive session for the purpose of consideration of Calendar No. 794, Arthur Allen Elkins; that the nomination be confirmed, the motions to reconsider be considered made and laid upon the table, no further motions be in order, the President be immediately notified of the Senate's action, and that any statements relating to the nominee be printed in the Record.
