“Mr. President, I stand before the Senate today to call for the passage of the Temporary Extension Act of 2010. This legislation would extend a number of very important benefits that families across the Nation rely on to get them through difficult economic times. This bill includes an extension of unemployment benefits for millions of out-of-work families, including hundreds of thousands in the Midwest, an extension of COBRA benefits for those who lost their health care along with their jobs, and a number of important tax credits for businesses and individuals which are vital as we seek to generate economic activity. I cannot tell you how many times I heard about this when I went around our State and spoke with small businesses. However, there is one program--I know our colleagues have focused on how important it is to get this program done, how important it is that one person should not be allowed to hold up something that is so worthy and expected and necessary for the American people--but there is one thing that has not been discussed as much, and that is the National Flood Insurance Program that is also included in this bill. Homeowners insurance covers damage from various sources, but it does not cover damage that results from flooding. Sadly, in too many cases unknowing Americans learn of this hole in their policy only after it is too late.…”
