Mr. President, I come to the Senate floor today in support of the Not My Boss's Business Act. I thank Senator Murray and Senator Udall for introducing this legislation to help address the recent Supreme Court decision. Women have gone to the tops of the mountains and to outer space. Women are serving as CEOs, as scientists, and starting our own companies. Here in the Senate we have gone from no women to 20, and that is a great accomplishment. But for all of our progress--and there has been a lot--this stubborn fact remains: Women still struggle to attain the basic health care services that allow them to plan their families, protect their health, and contribute to our economy. This is fundamentally an issue of fairness and an issue of equality. I have always said that the Affordable Care Act is a beginning and not an end. I would like to see changes to that bill. I have sponsored changes to that bill. But the law does take significant steps forward on health care for women. One that is of particular importance to women is requiring that all health insurance plans cover FDA-approved forms of contraception. This decision was based on the recommendations of the Institute of Medicine. The Institute of Medicine had good reason to include contraception as an essential preventive service. We know that pregnancies that are planned are good for moms; they are good for babies. Better access to contraception prevents unintended pregnancies--something we can all agree we want.…
