Mr. Speaker, I yield myself such time as I may consume. Mr. Speaker, we do oppose this legislation. We understand the intent of the sponsor, and we applaud him for his efforts. I think that we have to be very, very careful with people's constitutional rights I have stated in my opposition. With that, Mr. Speaker, I urge Members to vote against the legislation, and I yield back the balance of my time.
