If we are going to be looking at hard standards on the Bay, then as we look at the non-point sources and are starting to have some stricter requirements on development, which I think most are understanding, you need to make a good faith effort to try to look at areas that you can improve that are already constructed.

if this program continues to get watered down or taken away, given the fact that discrimination still exists in America, if this program goes away it would even make it more difficult for small businesses, minority businesses, women-owned businesses to achieve any kind of success.
