The medal may be awarded posthumously and, when so awarded, may be presented to such representative of the deceased as may be deemed appropriate by the Secretary of the department concerned.

I am therefore asking representatives of the Council of Economic Advisers and the Bureau of the Budget to assist you in your consideration of the Report and the development of your proposals.

I want to express my appreciation and pleasure, taking part in this ceremony in which you receive this justly earned award.

I find it to be in the national interest that the amount of the quotas for sugar and for liquid sugar for Cuba pursuant to the Sugar Act of 1948, as amended, for the six-month period ending June 30, 1962, should be zero.

For this reason, I would like you to analyze the Report with a view to developing courses of action which might be appropriate for the Federal Government.

For today we begin to select the Panel of Experts established by the Charter of Punta del Este.

Mr. Bowles has traveled a good deal in those areas before and after becoming Under Secretary.
