The amendment is as follows: (Purpose: To provide a condition regarding the return of stolen United States military equipment) At the end of subsection (a) of the Resolution of Ratification, add the following: (11) Return of stolen united states military equipment.-- Prior to the entry into force of the New START Treaty, the President shall certify to the Committees on Armed Services and Foreign Relations of the Senate that the Russian Federation has returned to the United States all military equipment owned by the United States that was confiscated during the Russian invasion of the Republic of Georgia in August 2008.
