Mr. President, this amendment is not about protecting jobs, because the bill already does that. We carve out a role for nonprofit lenders to service loans. We provided $50 million in this bill to incentivize companies--private companies, too--to keep jobs in the same towns and cities where they are now. Private lenders will continue to service the $450 billion in outstanding private loan volume. Let me say this also about Sallie Mae. They took a couple thousand jobs out of this country. Guess what. They are bringing them back because they get to service the loans. Under Treasury rules, in order for them to service the loans, it has to be done in this country. So Sallie Mae is bringing jobs back to America. This amendment is not about protecting jobs. It is about killing the bill and leaving the subsidies to the big banks, where they are today. I move to table the amendment, and I ask for the yeas and nays. The PRESIDING OFFICER. Is there a sufficient second? There is a sufficient second. The question is on agreeing to the motion.
