Are we looking to expand this program further in the Pacific and Africa Commands AOR?

I think it is an indication of the government of Japan's commitment to the alliance and the changes necessary to make the alliance endure for the future.

I am a strong proponent of this initiative, and I believe that it is the cornerstone of the rebalance effort, and it enhances our bilateral relations with Japan.

I really believe the U.S. needs to take a more proactive role and spend a little diplomatic capital to right the situation.
