I am hopeful that the O-FRP and your plans with the shipyards can be implemented in a timely manner and will not suffer under a continuing resolution [CR] government shutdown, or sequestration-level budgets.

I am concerned about the continued degradation of the workforces in some private shipyards.

We have learned a lot over the past 14 years of operations in Afghanistan and Iraq about the need to securely link ISR data with responsive firepower and access to the command and control network.

The LRS-B will have a much higher per-unit cost than our current fighter aircraft.

What can the Air Force and DOD do to more clearly articulate a long-term enterprise view for the LRS-B?

I feel these cuts will further exacerbate some of the problems we're discussing today.

I urge this committee to give due consideration to the views of the people of Puerto Rico on this issue.

Like our brothers and our sisters in Puerto Rico, the people of Guam aspire to determine our political future, and fully exercise our right to self-determination.

I commend Mr. Pierluisi, who has worked diligently to advance self-determination efforts, and who champions Puerto Rico's issues here in Congress.
