When the American public in their homes face a debt crisis, the first thing they do is prepare a budget so they can live within their means and start to reduce their debt burden. But this House, under the Democratic leadership, has chosen to prepare no budget. In fact, for the first time in modern budgetary history, they are telling us there will be no budget here in this House this year. Mr. Speaker, the American people are crying out for us to get control of our spending. How can we control our spending without a budget? It's a crying shame there is no budget.
