Mr. Speaker, further parliamentary inquiry, under House Resolution 24, the gentleman from California (Mr. Stark) ranks next after Mr. Rangel on the resolution electing the members of the committee. Under that resolution and by operation of House rule X, clause 5(c), Mr. Stark is currently the chairman of Ways and Means as I understand the answer. Is that correct? The SPEAKER pro tempore. The gentleman from California is acting chair. Clause 5(c) of rule X contemplates that the House will again establish an elected chair by adopting a resolution, which typically is produced by direction of the majority party caucus.
