For us not to get even one claim paid before we've gone down this road, I obviously think it's bad policy.

The bottom line is this is a major change in policy. We've seen the Cuban regime benefit.

This policy is frustrating because you have a country and a regime that has been hostile to us since its inception at the revolution.
