Well, again, when I go to FEMA, they say: Well, we have to wait on the State to have their plan.
maybe the Secretary does need more discretion, and Congress can give him that
I believe they are set up to exclude people instead of categorizing their needs.
It's not how much you spend, it's how you spend it, and then getting money out.
