I have always said on an idea of mine, if I cannot get 50 of my colleagues to vote with me for it in the U.S. Senate, then maybe we should not be spending that money.

I think that's really disgraceful, and it's unacceptable that the local DC courts have vacancies that last years because the Senate fails to act in a timely way.
