I think we can keep on talking or we can develop a series of incentives.
I think this is a problem that I think we can resolve and I think it needs resolving.
There is work to do every day to make sure that our rural communities are not left behind.

E-Rate is a wonderful program. It is a tremendous equalizer for small and rural schools to be able to get high-speed broadband.
With respect to retransmission consent, I think I agree with Senator Pryor, we may not be able to solve that today.
