I do agree that it is a very troubling and creative interpretation of Article II authority to extend protection to partners.
I support the actions that the Administration has taken because I believe that the United States is the guarantor of the freedom of navigation of international waters.
I consider myself in the camp of Senators who believe the U.S. involvement in another war in the Middle East would reflect that we learned virtually nothing over the last 25 years.
We need to place an imperative and a priority on bringing to close this round of hostilities.
The extent of the military infrastructure inside Yemen... is extensive, and they have shown... the ability to very quickly rebuild their capacity.
I agree with Senator Kaine that that is probably not a theory in good standing.
To claim that this is covered by Article II self-defense... is not self-defense under Article II of the Constitution.
