Madam Speaker, I would say to the gentleman from California, it is common sense. The Rules Committee understands that Federal funds can only be used for legal purposes. That must be in the statutes 550 times. So he just wants to have a little more redundancy in the law. With that, I would like to yield 3 minutes to my friend from Colorado (Mr. Polis).
