I think that many companies know what they ought to be doing on data security and they are not doing it. And I think that we need stronger enforcement authority accompanied by civil penalties.

this rule is absolutely critical to preventing a future failure and protecting consumers across the country, so I urge your agencies to finalize the rule this year.
