Mr. Speaker, I rise in support of this important resolution supporting the people of Ukraine and condemning the violation of Ukrainian sovereignty, territorial integrity, and independence by Russia. Unified, bipartisan American support is needed now more than ever as the Ukrainian people and their freedom are under threat from Russian aggression. Last week, the House spoke with one voice and took a critical step in support of Ukraine by passing a loan guarantee bill. This resolution is another positive step. Mr. Putin's military incursion into Crimea is a blatant violation of Russian obligations under a number of multilateral agreements. It demands a strong response, and the administration and Congress have responded accordingly. In addition to condemning Russia's military occupation to Crimea, this resolution supports the Obama administration's efforts to provide U.S. and international financial assistance to Ukraine. It also supports the administration's work with our European allies to impose targeted financial, travel, and trade sanctions on Russian officials and institutions responsible for violations of international law. The Congressional Ukrainian Caucus, which I cochair, has always operated in a spirit of bipartisanship with much success.…
