Mr. Speaker, I move to suspend the rules and concur in the Senate amendments to the bill (H.R. 3962) to provide affordable, quality health care for all Americans and reduce the growth in health care spending, and for other purposes. The Clerk read the title of the bill. The text of the Senate amendments is as follows: Senate amendments: Strike all after the enacting clause and insert the following: SECTION 1. SHORT TITLE. This Act may be cited as the ``Preservation of Access to Care for Medicare Beneficiaries and Pension Relief Act of 2010''. TITLE I--HEALTH PROVISIONS SEC. 101. PHYSICIAN PAYMENT UPDATE. (a) In General.--Section 1848(d) of the Social Security Act (42 U.S.C. 1395w-4(d)) is amended-- (1) in paragraph (10), in the heading, by striking ``portion'' and inserting ``January through may ''; and (2) by adding at the end the following new paragraph: ``(11) Update for june through november of 2010.-- ``(A) In general.--Subject to paragraphs (7)(B), (8)(B), (9)(B), and (10)(B), in lieu of the update to the single conversion factor established in paragraph (1)(C) that would otherwise apply for 2010 for the period beginning on June 1, 2010, and ending on November 30, 2010, the update to the single conversion factor shall be 2.2 percent.…
