Mr. Speaker, I yield myself such time as I may consume. Mr. Speaker, there is a reason that every environmental group that is engaged on this and the Obama administration are opposing this language. It is not harmless. It is not perfectly fine with the ESA. It is a congressional override of the scientific, peer-reviewed biological opinions that does grave harm to the ESA and sets a terrible precedent. But there are other problems with the bill, as well. Mr. Speaker, I yield 3 minutes to the gentleman from Arizona (Mr. Grijalva), my colleague and ranking member of the Natural Resources Committee.
