Mr. Chairman, I rise to offer an amendment to require companies to follow the law if they want to export crude oil from the United States. The Acting CHAIR. The Clerk will report the amendment. The Clerk read as follows: At the end of the bill (before the short title), insert the following: limitation on use of funds to issue any new federal oil and gas leases and drilling permits Sec. __. None of the funds made available by this Act may be used to issue any new Federal oil and gas lease or drilling permit to any person that does not commit to following Department of Commerce regulations regarding the requirement of obtaining a license for exporting crude oil.
