I think that is a good question. It has been something that has bewildered me to a degree.
The reality of the potential devastating effects of sufficiently intense electromagnetic pulse on the electronic systems and sources of many of our critical defense and National security components is well-established.
Thankfully, Mr. Chairman and Members, there is a moment in the life of every problem, when it is big enough to be seen by reasonable people and still small enough to be solved or addressed.
I pray they are correct. I hope that there is just some overreaction on the part of all of us.
I am a co-sponsor of that bill, and it is our hope that during the next Congress we will get the bill through both Houses and to the President's desk.
However, our civilian grid, which the Defense Department relies upon for nearly 99 percent of its electricity needs, is completely vulnerable to the same kind of danger.
