(2) Effect of designation.-- (A) In general.--The national memorial designated by paragraph (1) is not a unit of the National Park System. (B) Use of federal funds.-- The designation of the national memorial by paragraph (1) shall not require or permit Federal funds to be expended for any purpose related to the national memorial.
