It may not be an institutional program, but it was certainly something that was being applied in certain provinces.

The Public Record
I am really glad that I had the opportunity to call this hearing today about how the United States can ensure the safety and political freedom of the Afghan women after responsibility for that security is ceded to the Afghan Government.
I think that is great to hear. I have been much more pessimistic in my experiences in what I have heard.
I think, again, I go back to the women that I have talked to who have run or been involved in or owned businesses, and, again, to a one, they all indicated their intent to leave, which--talk about a brain drain and kind of a confidence…
I again remain deeply concerned about this. It is my hope that in having this hearing today and coming back to this issue time and time again that we can draw others' attention to how critical this area is for the success of this country…
The law should not make it more difficult for working people to balance their time so they can see their child hit a home run or attend a parent-teacher conference.
Talk to just about any working mom or dad and they will tell you they need more time.
I want to take a moment to run through a few of those that are worth noting because our greatest challenge in moving forward with this is the misinformation associated with this bill
We, here, cannot legislate another hour in the day, but we can help working people better balance the demands of family and work.
This bill leaves it up to the employee to decide when to use his or her comp time.
