I want to thank you, Mr. Chairman, because this is one of the things that I am very proud of that we have done, this devolution of power from the Federal level to the State level.

That is the intent we need, that we follow the letter of the law here as far as these grants are concerned.

It is our firm belief that State and local leaders know best what schools need to deliver a quality education to the students.

When is that process going to improve?

The Navy yard shooter had multiple previous arrests and yet was still somehow able to obtain clearance. How can this be?

That is a really cheap answer. We are working actively.

The Every Student Succeeds Act includes several provisions to restore flexibility to State and local leaders.

I think 300 Members also have a pretty good idea that something is not right too.

I'm one of the last remaining people who voted for No Child Left Behind in the Congress of the United States, and we caught plenty of hell for requiring too much testing.

I hope you'll treat this as a partnership between the Federal Government and the States, not a dictatorship from the Federal Government to the States.

The difference is the State is the authority that enforces that requirement, not the Federal Government.

Don't take us out on a limb and let it break off on us on this extra expense, okay?

I commend Chairman Rogers and Congress for their efforts to help coal country communities.

The people of coal country should not be shortchanged by sequestration when we have their money.

We have about 60,000 horses on the range today.

This is unacceptable and will force Congress to search for offsets in your budget to fund the required number of beds.

To base it on the lowest number in 3 years is not good analysis.

Our primary obligation is to ensure coal mines are operated in accordance with the law to protect citizens and the environment during mining, and to restore the land and water after mining.
