The increasing velocity of instability, combined with continued reductions in defense spending, will inevitably lead to depleted readiness, chronic modernization problems, and deteriorating morale.

The threats facing our Nation are not diminishing, and it underscores our need for a well-trained and well-resourced, properly equipped military force that can deploy at a moment's notice.

I believe that China's actions are provocative, increases tensions, and it causes the nations in the region to look to the United States as their security partner of choice and away from China.
