I think that victim's agency needs to be considered carefully and that in many cases a victim would probably prefer not to have that happen, for reasons of confidentiality, safety, retaliation.

One of the things, one of the pieces of legislation that Senator Fischer and I have introduced is legislation that would make the highest-level sexual assault prevention and response positions nominative ones.

I do think it is very important for us to hear from experts who have worked both within the military and outside about what has worked to address sexual assault and rape.
