I think Congress has recognized in the National Cooperative Research Act of 1984 and elsewhere and recognized that the antitrust laws needed to be sensitive to the potential benefits that joint R&D develop.

Unfortunately, eight of the 12 members of the Commission are Members of Congress, so I certainly hope Congress does have some expertise in this area; otherwise, we are all screwed.

I certainly hope, as we go forward with this, that there will be a broad consensus of what is going forward.

This is a president who doesn't like oil, coal, natural gas, Nuclear -- we are seeing some of the results of that even if you look at gasoline prices today.

The vast majority of current vacancies remain for one reason--President Obama simply has not nominated individuals for those judgeships.

We're going to win tomorrow. We need your help.

We, too, as a Congress, we are a legislative body with limited jurisdiction, even though we do not always act like it.

The reality is that judicial vacancies are down by 20 percent from last year and, in fact, they are at their lowest level in nearly 3 years.

The Senate has already confirmed more than 80 percent of President Obama's judicial nominees, approving a larger share without a roll call vote than the Senate did under President Bush.

We're counting up the delegates for the convention, and it looks good. And we're counting down the days November, and that looks even better.

There is a real problem here, and I do not think you are going to win the perception war on this.
