I value his friendship and look forward today and tomorrow in having a chance to learn from him.

It was an honor for our country to have this new leader come to see us when his own country was only 2 years old.

I think it's obvious from the composition of the group here this morning, that the American people have an intense interest in preserving the quality of our lives and the beauty of the land that God gave us.

I am advised by the Department of Justice that this aspect of Section 706 is unconstitutional.

It amounts to interference with the pardon power which is invested in the President by the Constitution.

I am signing H.R. 7556, the Departments of State, Justice, and Commerce, the Judiciary, and Related Agencies Appropriation Act for fiscal year 1978.

I'm not completely satisfied with the legislation.

I wish, however, to express my strong disagreement with Section 706 of this act.

Drug research and treatment programs will also be improved to lessen the adverse effect of drugs on the lives of our people.

Its success will depend on active participation by members of Congress, the Federal departments and agencies, State, local and regional officials, interested groups, and individual citizens.
