The people of this country need to know, right now, how to plan their financial affairs for the rest of this year.

I have ordered American naval transports and contract vessels to assist in the evacuation of refugees from the coastal seaports.

I call upon all nations and corporations that have ships in the vicinity of the South Vietnamese coast to help evacuate refugees to safety in the south.

I have therefore decided to sign this bill so that its economic benefits can begin to work.

I hereby amend the description of the lands described in Proclamation No. 4346 to read as follows:

The report on the status of advisory committees in 1974 is herewith forwarded.

The Committee shall advise the President as to what action, if any, he should take under Section 337(g) of the Tariff Act of 1930.

By virtue of the authority vested in me by the Trade Act of 1974, it is hereby ordered as follows:

The Special Representative shall prepare, for the President's transmission to Congress, the annual report on the trade agreements program required by section 163 (a) of the Act.

The Special Representative, in consultation with the Secretary of State, shall be responsible for the administration of the generalized system of preferences under Title V of the Act.

The functions of the President with respect to determining ad valorem amounts and equivalents pursuant to Sections 601 (3) and (4) of the Act are hereby delegated to the Special Representative.

The 'trade agreements program' includes all activities consisting of, or related to, the negotiation or administration of international agreements which primarily concern trade.

The Board shall perform such functions as are required by Section 411 of the Act and such other functions as the President may direct.

I urge the conferees basically to accept the House bill with minor revisions.

Although we shall ultimately achieve victory over these killer diseases, it requires our unwavering support of cancer research and control.

My proposal was for a one-year stimulant limited to $16 billion.

The purpose in asking the Congress to enact a simple tax cut as quickly as possible was to stimulate the economy.
