There are a lot of folks that are not content with that allocation.

The hope is that this can be an ongoing dialog, because they feel like the 'Dear Colleague' letter shows up, and they did not have input.

They feel like they have to take it, where other entities, obviously private businesses, they get a guidance document come down, they file lawsuits, and they challenge and they push back on it.

So it looks like we are pushing in the wrong area.

We need to be sure that we are holding institutions accountable to giving people the education that they need to make a living and pay back those loans.

Yet the formal State implementation deadline is 2018.

We must address the fact that the Service spends more time and resources fighting lawsuits and listing species than actually recovering and delisting species.

I hope to work with our Governors and the Service to develop a bipartisan legislative proposal to address these needs and to put the ESA back to work for species recovery.

What are the obstacles? Why does it take a lifetime to get this stuff off?
