I am really concerned that we are going after an issue that you are in favor of that isn't needed.

So this is just another piece of regulation that is being pushed out by a Federal agency without a need for it.

I would suggest that this seems to point us in a direction that perhaps, Mr. Chairman, ultimately, we need to provide greater guidance and clarification in the law.

I think if we say that we had a strategy to contain ISIL, that the strategy didn't work, that we are not containing ISIL.
