This plan is fair.

Let me say, I believe first of all that what the Republicans have done, they ran this Government for 12 years.

This plan will create jobs and lift up the American people.

The only thing that benefits them now is delay and denial and more of what we've had for too long.

I am extremely pleased by action taken today by the Senate in passing the National and Community Service Trust Act.

Today the Senate passed our national service program, one of my top legislative priorities.

It empowers them.

I think we've shown a lot more party cohesion than the Republicans have.

It is important to restore the confidence of the American people in their Government.

There should be an end to the shelling of Sarajevo, an end to the misery before we go through another winter.

Now we are taking steps to implement that plan and get timber to the mills.

We are determined to do that.

I think we need a balanced package.

All of the things that this Government does, it does pretty well.

Over 90 percent of the small businesses are eligible for an actual tax reduction.

This money will be spent to reduce the deficit and to provide economic incentives.

The law simply requires that we chart a course for every endeavor that we take the people's money for.

We are committed to working to enhance the long-term economic and environmental health of the region.
