So if a veteran did not reside in Georgia long enough to qualify for in-state tuition at the University of Georgia, and if that out-of-state tuition was $10,000, you would reimburse up to half of that out-of-state tuition?

With regard to States where there is a tuition benefit that a veteran may earn, Georgia has the HOPE Scholarship program; I know California has free tuition programs, do you offset benefits based on that State benefit?
