If you are an American out there and you are spending all this money on Afghanistan, you see the cross being burned and the President being burned in effigy, that is certainly not reassuring.

And we have a rule of law center we are developing at the University of South Carolina Law School, and I know USAID is very involved in rule of law development.

We have been having a couple of examples of small towns or cities around the country surrendering their charters because they just could not meet all of the mandates and the expenses of Federal requirements.

I have heard and read that while the problems of the bigger cities are getting the most publicity and the most attention, that there are a lot of even more problems in some of these small towns and rural areas.

The question for me is, 'Can you afford to lose?' The answer is 'No'.

I just think that is the signal to send the United Nations. You are not doing Israel and the Palestinian people much of a service when you go around the peace process.

Egypt, strategically, is a very important country.

I just want to echo what Senator Leahy said.

Every 6,000 years you get a chance for democracy in Egypt. I hope it doesn't pass.

Can I just point out to the subcommittee how important that fund is?

The Arab Spring to me is a defining opportunity for change in the Arab world.

I had a chance to go and see the program in action in Ghana and Tanzania and South Africa, and I was just astounded what a little bit of money can do spent well.

I agree with Senator Leahy on a lot in this effort to craft a foreign operations account that is more focused on results.

There is so much business to be done in Africa between a continent and the United States on the food side.

Senator Leahy and I, one Republican and one Democrat from different political spectrums and perspectives, really do want to engage the world in a constructive fashion.

I think we have a good strategy, but it is imperative that we deliver quickly when it really does matter.

Senator Leahy and I are very much concerned about what is going on in Egypt right now.

I believe it is in our national interest that they move forward.
