These bills create open-ended programs that prevent future collection efforts for 5 years.
Thirty percent is not acceptable. Imagine if we lost 30 percent of our oil and gas in the pipelines, if we leaked that.
Yet these attacks on our critical infrastructure certainly, I think, could be mitigated with updated reforms to our international treaty, including some stiff, enforceable penalties.
