I would have to say that you have a point to the extent that, while a number of concerns were raised in this Committee and elsewhere in the Congress and elsewhere in interested groups, that had no effect on the decision by ICANN to undertake the dramatic expansion of the top-level domain name program that has quite a bit of concern on many parts, quite a bit of cost to some entities, and contains the, I would say, evidence that this is an organization that can, maybe even now under the existing contract--but certainly would be able to, without such a contractual relationship with the United States, expand itself and expand its powers with regard to the Internet.
